Lee & Hayes Expands Footprint in Portland Metro Legal Market; Hires FDA Attorney Carol Pratt

Spokane, Wash. – February 18, 2016 – Lee & Hayes PLLC, an industry‐leading intellectual property law firm, this week announced the recent hiring of well‐known Portland life science regulatory attorney Carol A. Pratt, Ph.D. Pratt, who previously practiced with K&L Gates in Portland, joins the firm as a partner in its Portland Metro office, and will add a new FDA practice area to the firm’s growing Chemical and Life Sciences Practice Group.
This week Lee & Hayes also announced it has signed a lease for approximately 6,000 square feet of space on the sixth floor of the 805 Broadway Building in Vancouver, Washington. The firm is scheduled to take possession of the new space sometime in May. The General Contractor for the project is 5d Contractors. RS Holdings, LLC, the owner of 805 Broadway Building, owns eight commercial buildings in the Portland Metro region, with a total of 1.5 million square feet of commercial office space.

In her FDA practice, Carol provides strategic advice to early stage and established life sciences clients on regulatory issues across the product lifecycle, from pre‐clinical and clinical research, FDA pre‐market requirements, labeling, promotion and advertising, post‐market surveillance and enforcement (FDA inspections, warning letters). A distinctive aspect of her legal practice is her emphasis on coordinating regulatory and IP strategies to determine the most appropriate regulatory pathway and to optimize cost effective product development.
Prior to obtaining her law degree, Carol obtained her Ph.D. in neuroscience and conducted research on the spinal control of movement for 16 years at the NIH, Purdue University and the Neurological Sciences Institute. Prior to her career in neuroscience, Carol coached basketball at the college and high school level and was the head coach of women’s basketball at the University of Massachusetts Amherst. She holds a J.D. from the University of Oregon School of Law, a Ph.D. in Neurophysiology from the University of Manitoba, a M.S. in Exercise Physiology from the University of Massachusetts, and a B.S. in Physical Education from Bridgewater State College.
The Lee & Hayes Chemical and Life Sciences Practice Group is currently comprised of 10 experienced attorneys, including three partners with PhDs. The group is chaired by Brett Nelson, a partner in Lee & Hayes’ Spokane office. Brett Nelson notes that Carol is recognized as an authority in the regulatory industry and states, “It makes sense to have an FDA regulatory attorney join our firm’s intellectual property capabilities in order to help our clients align these two areas early on in the process, especially the testing phase.”
